Maintaining an open source Android application, I had to manually merge every single localization contribution, which was time-wasting and error-prone. Also, the difficulty of downloading the source code, finding the localization files and modifying the XML was difficult for contributors, they would often break the XML.
So I started searching for a participative tool/website, and finally identified Crowdin as the best tool available. Since switching to Crowdin, we jumped to 18 languages with good translations, plus Korean, Hebrew and Hungarian just appearing last week!

We use Crowdin.net for localization of our software - we have 7 diferent types of desktop applications - Store Managers (Magento,PrestaShop, osCommerce, Zen Cart, CRE-Loaded, X-Cart, PinnacleCart, CubeCart). We provide language support in each program (from 5 to 15 languages). That's why we transfer our DKLang files to Crowdin.net. Because Crowdn is easy to use, it works like "all-in-one" and very configurable.
Much more - It should be noted a convenient Crowdin.net API for use in websites and applications.
I recommend Crowdin since it's easiest tool to work with language files and control whole localization process, allows you to integrate language translations quickly and comfortably!
